Strengthening safety and health in retail: Another declaration or real action?

Representatives of governments, employers and workers meeting under the auspices of the International Labour Organization (ILO) agreed recently on a set of conclusions aimed at strengthening occupational safety and health (OSH) across the retail sector, including warehousing and distribution activities. The meeting reaffirmed that a safe and healthy working environment is a fundamental principle and right at work for all workers.

A key focus was the impact of digital transformation. Participants stated that artificial intelligence, automated systems and other digital technologies can improve productivity, training and workplace safety, but may also create new risks related to work intensity, worker monitoring, privacy, data protection and potential bias. The conclusions call for  worker involvement whenever technological changes may affect health and safety.

The agreed actions place prevention at the centre of OSH management through risk assessment and effective control measures. They also emphasise practical support for micro, small and medium-sized enterprises (MSMEs), including training, information and technical assistance. Special attention was given to psychosocial risks, violence and harassment, equality and non-discrimination, and the need for gender-responsive health and safety policies. Governments are encouraged to strengthen labour inspection, OSH data collection, social protection systems and measures to address climate-related risks such as extreme weather.

The ILO’s conclusions provide an important foundation for strengthening occupational safety and health. The next step is translating these commitments into practical actions that support safer and healthier working environments.

“Retail is changing quickly. These conclusions show that innovation and sustainable enterprises can advance with effective worker protection. They provide a tripartite framework to strengthen prevention and manage technological change through social dialogue,” said Vera Paquete-Perdigão, Director of the ILO’s Governance and Sectoral Policies Department and Secretary-General of the meeting
