When we talk about the EU Machinery Regulation, the conversation usually turns to risk assessment, cybersecurity, conformity assessment, AI, cybersecurity, and technical files.
But there is another shift that may be just as important commercially: documentation will need to remain usable, accessible, and trustworthy long after the machine is delivered.
A recent article makes a useful point that a machine may be technically excellent, but if the customer cannot easily find the right manual, declaration, update record, or safety instruction years later, the perceived value of that machine drops. The issue is not only compliance - it's confidence.
Digital documentation is an option, not a shortcut
Regulation (EU) 2023/1230 applies from 20 January 2027 and replaces the Machinery Directive 2006/42/EC. It also modernizes the way instructions can be provided. Digital instructions are permitted, but the responsibility does not end when a PDF is emailed to the customer.
If instructions are provided digitally, they must remain accessible, downloadable, and printable. They must also be available online for the expected lifetime of the machinery and for at least 10 years after the machine is placed on the market. A paper copy must still be provided free of charge within one month if requested by the user at the time of purchase.
That changes the practical meaning of documentation.
It is no longer just a delivery item. It becomes a lifecycle obligation.
The hidden risk is not the manual. It is retrievability.
Many manufacturers already create strong documentation. The manual exists, the declaration is signed, the drawings, warnings, and maintenance instructions are prepared.
The problem comes later.
A technician may need the correct manual at night. A customer may need evidence during an audit. A machine may be modified, integrated, or resold. Staff change. Email archives disappear. Shared drives become unreliable.
The article frames this as a commercial issue: customers are not only buying the machine; they are buying confidence that the information needed to operate and maintain it safely will still be there years later.
A static QR code or unmanaged link may look modern on delivery day. But if the link breaks, the version changes without control, or the document cannot be traced, the risk returns.
Documentation now supports the safety case
Under the Machinery Regulation, documentation is closely tied to demonstrating conformity. Instructions, declarations, technical documentation, and safety information must support the manufacturer’s claim that the machine meets the applicable essential health and safety requirements.
For manufacturers, this means documentation systems should be able to show:
- Which version of the document applied to a specific machine.
- How users can access, download, and print the information.
- How updates are controlled over time.
- How documentation remains available across the machine lifecycle.
This is not just administrative housekeeping. It is part of proving that safety information remains available when it is needed.
Why this matters to customers
From the customer’s point of view, poor documentation access creates friction.
It slows maintenance. It complicates inspections. It creates uncertainty during modifications or incident investigations. It may also increase reliance on outdated copies saved locally by different teams.
That is why documentation can influence the perceived value of a machine. Two machines may perform the same technical function, but the one with clear, reliable, lifecycle documentation is easier to operate, audit, maintain, and trust.

The Machinery Regulation does not make digital documentation mandatory. But it does make long-term accessibility much harder to ignore.

Because years after delivery, the question will not be, “Did the manual exist?”
It will be, “Can the right person find the right information when it matters?”
