IEC 61010: Why Documentation Shouldn't Be an Afterthought

When manufacturers think about IEC 61010 compliance, the focus is usually on the product itself. Electrical safety, insulation systems, construction requirements, and testing often get the most attention; but there is another factor that can have a significant impact on a project's success: documentation.

IEC 61010 doesn't just evaluate whether a product is safe, it also evaluates whether the manufacturer has clearly defined how that product is intended to be used, installed, maintained, and assessed. Documentation provides the context that makes the technical evaluation possible.

The evaluation starts before testing

One of the first things a test lab looks for is the intended use of the equipment.

That information helps determine whether IEC 61010 is the correct standard, whether additional Part 2 requirements apply, and what operating conditions need to be considered during evaluation.

Without a clear description of the product, important assumptions can be left open to interpretation. Questions about who users are, what the installation environment is, and what optional elements are part of the design all become harder to answer. When questions are hard to answer testing and certification activities get delayed due to additional back and forth communications between the test lab and manufacturer.

In many cases, documentation is what connects the product design to the overall compliance strategy.

Part 2 standards can change the requirements

A common challenge occurs when manufacturers focus exclusively on IEC 61010-1 and overlook applicable Part 2 standards.

Depending on the equipment and its intended application, additional requirements may apply that modify or supplement the base standard. If those requirements are identified late in development, products that appeared compliant early in the process may require redesign or additional evaluation.

This is one reason why defining the equipment's intended use early is so important. The sooner applicable standards are identified, the fewer surprises appear during certification.

Instructions influence the evaluation

User manuals are often treated as a final deliverable, however with IEC 61010, the user manuals often change how the product is how a product is tested.

Installation instructions, maintenance procedures, operating limitations, and safety warnings all define how the equipment is expected to be used. If these instructions change after testing has been completed, additional test can be required.

Documentation is therefore more than a supporting document, it becomes part of the evidence used to demonstrate compliance.

A strong documentation package typically includes:

  • User manuals
  • Installation instructions
  • Maintenance information
  • Safety warnings
  • Product markings and labels

When these materials are prepared early, they can be reviewed alongside the product design, reducing the likelihood of late-stage changes.

How Intertek can support

Intertek helps manufacturers navigate IEC 61010 requirements by reviewing not only the product design, but also the documentation that supports compliance.

This includes evaluating intended use statements, determining applicable standards, reviewing instructions and markings, and identifying documentation gaps before they become project delays.

The goal is to make the evaluation process more predictable and reduce the risk of costly rework late in the certification cycle.

Final thought

IEC 61010 requires more than a safe product, it requires a clear explanation of how that product is intended to be used safely.

When documentation is left until the end of a project, compliance can become more complicated than it needs to be. When documentation is addressed early, it creates a stronger foundation for testing, certification, and market access.

Remember: For IEC 61010, documentation isn't just paperwork. It's part of the safety.

Before a product ever reaches a lab, there’s one thing that shapes an entire IEC 61010 evaluation: documentation.
